Tribunal set up for SoE

The Trinidad and To­ba­go Gazette No. 1 of 2025 has an­nounced the es­tab­lish­ment of a new Re­view Tri­bunal to ad­dress ap­peals and dis­putes aris­ing un­der spe­cif­ic le­gal frame­works. 

This Tri­bunal will en­sure im­par­tial re­view and res­o­lu­tion of cas­es in line with statu­to­ry re­quire­ments. 

The ap­point­ed mem­bers, se­lect­ed for their ex­per­tise, will over­see pro­ceed­ings and pro­vide de­ci­sions aimed at main­tain­ing jus­tice and trans­paren­cy in ad­min­is­tra­tive mat­ters.

The mem­bers ap­point­ed are Deb­o­rah Peake SC, Ian Ben­jamin SC and Lee Mer­ry SC.

The Tri­bunal which has been es­tab­lished pur­suant to sec­tion 11 (1) of the Con­sti­tu­tion of Trinidad and To­ba­go, and para­graph 5 (2) of the sec­ond sched­ule of the Emer­gency Pow­ers Reg­u­la­tions 2011, is to re­view the case of any per­son, if he or she so re­quests, who is un­der pre­ven­ta­tive de­ten­tion dur­ing the pe­ri­od of pub­lic emer­gency. 

The Emer­gency Pow­ers Reg­u­la­tions 2011 vest the Min­is­ter of Na­tion­al Se­cu­ri­ty with pow­er to make de­ten­tion or­ders. The tri­bunal is em­pow­ered to reg­u­late its own pro­ce­dure.

In ad­di­tion to this an­nounce­ment, the Gazette de­tailed pro­mo­tions with­in the De­fence Force. Lieu­tenant (N) Dane Khan of the Coast Guard had pro­mo­tion dates ad­just­ed, and Fly­ing Of­fi­cers Kev­ern Mor­ri­son and Kyle Bac­chus of the Air Guard were pro­mot­ed to Flight Lieu­tenant, ef­fec­tive Au­gust 1, 2024.
