Twenty more men have been placed under preventive detention orders during the State of Emergency, with authorities alleging they are gang leaders, enforcers, shooters, advisers and affiliates involved in organised criminal activity across Trinidad.
The detention orders, signed by Minister of Homeland Security Roger Alexander between June 22 and July 4, were published in the Gazette under Regulation 14 of the Emergency Powers Regulations, 2026.
Among those detained is alleged Oropune Gardens gang leader Dillon Prince, also known as Dillion Prince and Dillon Bevon Prince. The order alleges confidential intelligence identified him as the leader of an informal criminal group involved in narcotics and firearms trafficking, shootings, assaults and witness intimidation. Authorities also allege he was planning imminent attacks on rival gangs in public spaces.
Also detained is Randy Emille, also known as “Choko”, whom authorities allege is a member of the “Arouca Radical Muslim Gang”. The order alleges he was involved in narcotics trafficking, attacks on rival gangs and child pornography, and was planning to escalate attacks on businesspeople, commercial establishments and rival gangs.
The orders also target several alleged members of an informal criminal group operating in the California/Couva area, including alleged leader Jude Dells, alleged third-in-command Shawn Narine, also known as Sean Narine, senior member Nicholas Toolsie, and alleged enforcers Leron Larry Mendoza and Shakeem Dexter Williams. Authorities allege the group is involved in narcotics and firearms trafficking, armed robberies, shootings and witness intimidation, and was planning to intensify armed robberies while supplying firearms and ammunition.
Another order was issued for Kenya Romel Jabari Green, also known as “Skelly”, whom authorities allege acted as an armed enforcer for organised drug traffickers in the Southern Division. The detention order also alleges police recovered a revolver and ammunition from him on June 24.
Several detention orders relate to alleged gang activity in Maloney Gardens. Those detained include alleged Building 20 Gang leader Clevorn Oxley, also known as “Legs”; alleged Building 20 Gang leader Sherehem Louis, also known as “Son Son”; alleged KTA Gang adviser Nijsane Hercules, also known as “Bibby” and “Kahlid”; alleged enforcers Shondell Boyd, also known as “Fighter”, Kalib Wilson and Emmanuel Oba Nelson; alleged shooter Kyle Joseph; and Jardell Borde, also known as “Noonkie”, whom authorities describe as a key figure in escalating gang conflict.
Authorities also detained Aquinde Winchester, also known as “Reddo” and “Redman”, alleging he was involved in violent robberies and home invasions while on bail for robbery-related offences.
Other detainees include Seyon Simeon Vialva, alleged to be affiliated with the Arouca Radical Muslim Gang, and Devon Barran and Jelani Duncan, also known as “Jman”, whom authorities allege are connected to the GIL Gang and a violent home invasion in Gasparillo.
